LibraryWatcher skips triggering a scan while the library is scanning, so a file added mid-scan (after discovery) isn't picked up until the next file event.

Fix: remember that an event arrived during a scan and trigger one more scan when it finishes (e.g. a pending flag checked by the watcher's debounce timer, or a re-arm after the scan completes).
